6月16日、フィッチ・レーティングスは、キャピタル・サーヴィシング債権回収株式会社(以下「キャピタル」)のコマーシャルモーゲージ・スペシャル・サービシングに対して付与する日本における最高格付け、「CSS1-」を据え置きとしました。キャピタルは同格付けを2007年以来維持しており、フィッチから与えられる日本における最高位の独立系スペシャル・サービサーとしての地位を保持しています。
フィッチは今回の格付け評価に関し、次のように述べています。「経験豊富な経営陣及びアセットマネージャー、あらゆる状況に柔軟に対応する総合ITサービシング・システム、包括的且つ統制のとれたリスク管理体制等を含む、キャピタルの変わらぬ高度なサービシング能力を評価の基準とした」また、フィッチは、キャピタルが2009年にリーマン・ブラザーズ及び関連会社のアセット清算により、受託するポートフォリオのサービシング業務量を減らしたことを認めながらも、「キャピタルは着実に新規顧客からのサービシング業務受託を増やし、リーマン関連のサービシング業務の減少を大きく緩和している」と述べています。
フィッチの格付け評価は、サービシング業務、経済的強み、経営陣及び社員の経験、ITシステム、トレーニング・プログラム、各種業務規程及びマニュアル、その他の管理体制等の全般を審査した上で決定されます。フィッチの格付けには1を最高として5までの5段階があり、「CSS1-」は「全般的に優秀なサービシング能力を持ち最高水準のサービサーである」ことを意味しています。フィッチの正式なサービサー・レポートは数週間のうちに発行される予定です。

Fitch Ratings Reaffirms Capital Servicing with their Highest Issued Special Servicer Rating in Japan (CSS1-)
On June 16, 2010, Fitch Ratings (“Fitch”) reaffirmed Capital Servicing Co., Ltd. (“Capital”) with its highest issued commercial special servicer rating in Japan of “CSS1-”. Capital has maintained this ranking since 2007 and remains the highest rated independent special servicer by Fitch in Japan.
Fitch stated this rating reflects “Capital’s continued strengths, including its experienced senior management and asset managers, highly flexible and well-integrated servicing system, and comprehensive and well-structured risk management.” They further acknowledged that in 2009, there was a reduction in Capital’s servicing portfolio volume, reflecting the liquidation of assets owned by Lehman Brothers and related companies, however, “Capital’s robust increase in new third-party servicing business has largely mitigated the reduction of Lehman-related servicing business.”
Fitch Ratings determines its overall ranking after evaluating servicing performance, financial strength, management and staff experience, systems, training programs, policies & procedures, and controls, among other categories. The agency rates servicers on a scale of 1-5, with 1 being the highest rating. A rating of “CSS1-” indicates that the “servicer demonstrates the highest standards in overall servicing ability.”
Fitch Ratings’ full evaluation report for Capital Servicing will be issued within the next few weeks.
